EU-Russia Summits

The Partnership and Cooperation Agreement (PCA), which entered into force in 1997, determines bilateral institutional contacts between the EU and Russia. These contacts include meetings of Cooperation Councils at ministerial level and of Committees at technical level, and most importantly - EU-Russia summits. These meetings at the highest level are held twice a year: in the first semester in Russia, and in the second semester in the capital of the Member State holding the EU Presidency.

At the summits the EU side is represented by the Head of Government of the member-state holding the EU Presidency, the President of the European Commission, the Commissioner for External Relations and also by the High Representative for Common Foreign and Security Policy. The Russian side is represented by its President as well as by other Government Ministers responsible for areas related to cooperation with the EU.
